I’ve spent 20 years fixing people problems. Most of them were avoidable.
Every founder I work with tells me some version of the same story. The business is growing. The team’s getting bigger. And somewhere between hiring number five and hiring number fifteen, things start to get messy. Contracts that aren’t quite right. Managers who’ve never managed before. Compliance gaps nobody noticed until they became expensive. That’s where I come in.
About me
I’m Andrew Swinley, and I run Expert People Solutions. Before starting EPS, I spent two decades in senior People & Culture roles across global corporations, VC-backed startups, and scaling SMEs — in Asia, the UK, and beyond.
I’ve built HR functions from scratch. I’ve inherited broken ones and rebuilt them. I’ve sat in boardrooms explaining why the business needs to invest in its people, and I’ve sat across from founders at 11pm helping them navigate a termination they didn’t see coming.
That range of experience is exactly what I bring to every client. Not theory. Not a playbook downloaded from the internet. Real, pressure-tested expertise from companies that were growing fast and couldn’t afford to get it wrong.
Why fractional?
Here’s what I kept seeing: founders who knew they needed proper HR support but couldn’t justify a six-figure salary for a full-time hire. So they’d muddle through. They’d Google employment law at midnight. They’d copy a contract template from a mate’s company. They’d promote their best individual contributor into a management role and hope for the best.
It rarely ended well.
I started EPS because founders deserve access to senior HR expertise at the point they actually need it — not two years later when they can finally afford a Head of People. Fractional means you get the experience of a seasoned HR leader, on your terms, at a price that makes sense for where your business is right now.
The stuff that keeps founders up at night
Hiring the wrong people. Losing the right ones. Falling foul of employment regulations you didn’t know existed. Building a culture by accident instead of by design. Watching your best people burn out because nobody’s thinking about how the team actually functions.
That’s my territory. Whether it’s compliance, culture, recruitment, onboarding, performance, leadership development, or the hundred small decisions that shape how your people experience your company — I’ve done it all, and I can help you get it right the first time.

Kyo Tan — Principal Consultant
I’m a Learning & Development specialist and Gallup Strengths Coach, trusted by global corporates and industry associations to transform workforces and raise professional standards.
My background is in the harder end of L&D. I’ve built learning functions from the ground up, guided organisations through complex change, and delivered measurable impact where it counts: redeploying at-risk employees rather than cutting them, embedding culture through post-merger integration, and securing millions in funding to make sure capability programmes succeed the first time they’re run.
I don’t stop at L&D either. I’ve launched industry-wide learning suites, curated flagship events, and grown member engagement into a genuine revenue line. That blend of capability building and commercial instinct means I design learning that’s sustainable, impactful, and profitable — not just well-intentioned.
At EPS, I lead business development and senior client engagements, helping organisations unlock growth through their people. If you’re ready to strengthen your workforce and accelerate results, I’d be glad to talk.
